This file relates to audio. It is known as OpenAL. The installer for this file is packaged inside the Mecho Wars installation. Browse to the Mecho Wars installation folder (default location: C:\Program Files\Oyaji Games\Mecho Wars), and run the file named "oalinst.exe" in the "OpenAL" folder.
